Bend Police Arrest Shooting Suspect

BEND, OR -- Bend Police are searching for a man accused of firing a gun in a parking lot at Third and Reed Market. They say it started at about 10:30 Saturday morning, as a verbal altercation between Tim Brown and an unidentified man. But, when Franklin Smalley, a 65-year-old transient, showed up, he pointed a gun at Brown, then shot out the drivers side rear tire on Brown's car. A woman was sitting in the car at the time.  


Smalley took off prior to police arrival. He was last seen driving a dark green 2002 Chevy Astro van with Oregon plates 997-FDL. The second suspect, who remains unidentified, took off on foot. 


Anyone with information on their whereabouts is asked to call police immediately. Smalley is believed to be armed and should not be approached. 

 

UPDATE (11:30 a.m.) Bend Police located Smalley's vehicle at about 2 a.m., in the Walmart parking lot. They conducted a "high risk" stop and arrested the suspect, who was the only one in the van. Investigators say they found evidence from the Saturday morning incident and took him to jail on suspicion of Unlawful Use of a Firearm, Menacing, Reckless Endangering and Criminal Mischief.
