BEND, OR -- A Bend man has filed to run for the Deschutes County Board of Commissioners.  Phil Chang is running as a Democrat to challenge incumbent Republican Commissioner Phil Henderson. He has lived in Bend 16 years and worked for the Oregon Department of Forestry the last two years. Chang worked as a Field Representative in Central Oregon for U-S Senator Jeff Merkley from 2014 to 2017.  Chang is the second Democrat to file for Henderson’s position. A retiree, Greg Bryant, filed for the same position in October.
