(Portland, OR)  --  A plan for a street maintenance fee in Portland calls for charging residents according to their incomes.  Under the plan, proposed by Portland Mayor Charlie Hales and Commissioner Steve Novick, the fees would range from five dollars to ten dollars per month.  Fees charged to businesses would depend on how many people the business employs.  A public hearing on the proposal will be held on November 20th.
