(Portland, OR)  --  A man accused of murdering a Portland woman 26 years ago is awaiting extradition to Oregon.  Police say Walter Wayne Howard has been arrested in San Diego for the murder of 25-year-old Renee Harvey, who was found dead in her home on Southeast 27th Avenue in January 1988.  The case is being heard by a Multnomah County grand jury.
