(Seattle, WA) -- Washington Governor Jay Inslee is introducing parts of his agenda for the 2015-17 budget, and it includes teacher pay raises and reducing class sizes in grades K-through-three. Under Inslee's proposal, early-childhood education and K-12 funding would be increased by more than two-billion dollars. The governor also proposes freezing in-state tuition for two more years at Washington's four-year and community and technical colleges.>>Mega Millions Drawing For $113 Million
