(Portland, OR)  --  The City of Portland needs to exercise greater oversight when it comes to paying for goods and services.  That's according to a new report from City Auditor Mary Hull Caballero.  Director of Audit Services Drummond Kahn told KOIN-TV the city isn't measuring the overall level of competition, even though the city provides an environment for open competition.  The report also says there's evidence of minority and gender disparity in city contracting.
