Reservoir Project Will Cost $100M More Than Expected

(Portland, OR)  --  Portland's plan to build a new underground drinking water reservoir is going to cost at least 100-million dollars more than previously estimated.  City Council members were also told last night it will take two years longer to build.  Water officials say they need it to comply with federal rules to cover open-air reservoirs or treat the water.
