(Portland, OR) -- A man who police say smoked marijuana before crashing into a pedestrian in Northeast Portland is expected to be out of jail soon. A Multnomah County judge lowered bail for Jacob M. Walters, who's facing multiple charges in the October 5th death of 46-year-old Elizabeth Kemble. Bail for Walters, which was initially set at 275-thousand-dollars, has been lowered to 55-thousand. Investigators say Walters told police he was smoking marijuana from a pipe in his car just before the crash.
