(Salem, OR) -- A state of emergency is in effect in 13 Oregon counties, following a declaration by Governor Kate Brown. The declaration was made because of severe weather that's caused power outages, damaged homes and businesses, and washed out a number of roads. The governor says the declaration ensures that state resources, emergency response personnel, and equipment can be activated to respond to communities in need.
