(Olympia, WA) -- Crime-lab managers say they'll need more funding to make any real progress in clearing the backlog of rape kits across Washington. Governor Jay Inslee signed legislation earlier year, requiring police departments to submit every rape kit for testing within 30 days of being completed. Officials say staff additions haven't been sufficient to keep up with the volume of rape kits. DNA database manager Jean Johnston told KIRO-TV there's been about a 72-percent increase in the number of rape kits at all five of Washington's DNA labs.
