(Portland, OR) -- Police have a man in custody, after he was accused of shooting and paralyzing another man last month in Southeast Portland. Muhammad Bilal Rahman has been indicted on three felony counts, after being accused of shooting Kevin Hays on March 31st. The charges include first-degree assault, unlawful use of a weapon, and felon in possession of a firearm. Hays told police he's paralyzed from the waist down and has had his colon removed.
