(Portland, OR)  --  A 20-year-old man who's accused in a connection with a crash that killed a 15-year-old is facing charges that include first-degree manslaughter.  Abdulrahman Noorah is accused of hitting Fallon Smart, who died after he was hit on Hawthorne Boulevard in Portland on August 19th.  Police say Noorah had been issued 18 parking- and traffic-related citations between March 2015 and July of this year.  He was also convicted in April of driving while suspended and failure to carry proof of insurance.
