(Portland, OR)  --  No-cause evictions against renters in Portland can't be altered without a state law change.  That's according to a new analysis by the Oregon Legislative Counsel.  Portland Mayor-elect Ted Wheeler and House Speaker Tina Kotek are in favor of halting the evictions.  But the analysis says state law allows a landlord to end month-to-month leases without a reason, as long as the landlord gives notice.
