(Portland, OR) -- A Portland "dreamer" who was detained by Immigration and Customs Enforcement agents because of a December DUII arrest is now free on bail. Authorities tell KATU-TV that 25-year-old Francisco Rodriguez Dominguez was targeted by agents because he pleaded guilty to driving under the influence of intoxicants, which is an offense ICE deems a threat to public safety. Rodriguez Dominguez was brought to the U.S. illegally when he was five-years-old and has been in the Deferred Action for Childhood Arrivals program since 2013. The ACLU of Oregon contends ICE did not have a warrant when they arrested Rodriguez Dominguez.
