(Portland, OR)  --  Portland State University will be tracking the upcoming solar eclipse with balloons.  The university will launch four high-altitude balloons that have 360-degree video cameras and GPS during the eclipse.  The university says the balloons will allow people to watch a livestream online.  The moon's shadow will darken parts of Oregon on August 21st.
