(Portland, OR) -- Volunteers in Portland are helping a veteran get around easier. More than a dozen people are helping to build a ramp on the Northeast Portland home of 89-year-old vet Bill Palmer. Palmer says he has been confined to his house and front porch because he doesn't have functional stairs to his backyard. Non-profit, "Catalyst NW" is building the ramp free of charge and Home Depot is donating the materials.
