(Portland, OR)  --  A firefighter is facing charges for allegedly sexually abusing a 14-year-old girl.  Police arrested Carlos Garcia Monday on charges of second- and third-degree sexual abuse.  Investigators say his victim was participating in the Junior Fire Program at Monroe Rural Fire Protection at the time of the abuse.
