(Salem, OR)  --  State lawmakers are focusing on combating climate change with the introduction of two new bills.  The "cap and invest" bills introduced yesterday aim to cut greenhouse gas emissions and require the biggest offenders to buy allowances for what they emit.  The funds raised would be earmarked for investment in areas hit hardest by global warming.  It's complicated legislation, and opponents say the short 2018 session doesn't allow time to fully examine how it works and its effects.
