(Portland, OR) -- Critics say many problems still persist within the Oregon Department of Human Services. They point to the recently deceased Hart family as a prime example, saying the children were being neglected and abused. Jen and Sarah Hart, along with their four adopted children, died when their SUV plunged off a California cliff last month. Their two other children remain missing. Earlier this week, DHS released a report from 2013 that reflected similar claims from Washington State that the Harts were withholding food from their children as a form of punishment.
