(Portland, OR)  --  Attorneys for a Portland-area horse are appealing the dismissal of a neglect case against its former owner.  The Oregonian reports that the Animal Defense Fund is pressing ahead with the suit against Gwendolyn Vercher of Cornelius.  The suit contends that her neglect left Justice, the horse, with a lifetime of medical bills.  If it's successful, the case would be the first to find that animals have rights like humans.  A Washington County judge ruled last year that they don't, but suggested that an appellate court might be better suited to decide the issue.
