(Hillsboro, OR)  --  Hillsboro is being called one of the top ten best cities to raise a family on the West Coast.  A new study from Smart Asset ranks West Coast cities on factors like crime rates, school test scores, childcare access and average income.  Hillsboro was ranked number ten.  The rest of the cities to make the top ten are all located in California.
