(Bend, OR)  --  One man is facing charges after allegedly shooting out another driver's tire.  Bend police arrested Franklin Smalley yesterday for the incident that happened Saturday.  He's accused of pointing a gun at a man who was arguing with another person and shooting his car's tire.  Smalley is being held in the Deschutes County Jail on several charges including unlawful use of a weapon.
