(Sandy, OR)  --  A man accused in a crash that killed a pedestrian in Sandy is scheduled to make a court appearance tomorrow.  Police allege that Philip Krogstad was legally drunk when he struck 41-year-old Michael Topliff around 11:30 Friday night at the intersection of Beers Avenue and Hood Street.  Authorities say Krogstad left the scene but later returned, and was taken into custody.  Topliff died at a hospital Saturday morning.
