BEND, OR -- Home mortgage interest rates have dropped about one-quarter of one per cent lately. Matt Mitchell at Mid Oregon Credit Union says people considering refinancing a variable to a fixed rate need to look at their circumstances and how the numbers play out. Mitchell says homeowners with a fixed who want to refinance need to consider first how much lender fees, appraisals, titles and recording will cost. Then calculate how long it will take to pay those fees with the lower interest rate to figure out the break-even point.
