(Portland, OR) -- A proposal to charge developers 25-thousand dollars every time a home is demolished in Portland has a new wrinkle. Under new guidelines, a demolished home that's replaced by either affordable housing or multiple new homes could mean a rebate for the developer. There would also be no fee if the demolished home was in blighted condition or was heavily damaged by a fire or a natural disaster. The Portland City Council is slated to take up the issue tomorrow.
