(Portland, OR)  --  Portland Mayor Charlie Hales says the city did the best job it could responding to Wednesday's winter storm.  Hales blamed some of the traffic problems yesterday on the city's inexperience with driving in the snow.  Hales said he spent much of Wednesday making sure police, firefighters and transportation workers could get to work.
