(Vancouver, WA)  --  A Vancouver teenager accused of starting the Eagle Creek Fire with fireworks is being charged as a juvenile.  Oregon State Police announced that news yesterday.  The 15-year-old is accused of tossing fireworks into a wooded area from the Eagle Creek Trail in Cascade Locks, Oregon in early September.
