(Portland, OR)  --  Oregon "cop-watcher" Eli Richey is off the hook for videotaping Portland's police chief.  Oregon Live reports Richey was arrested Tuesday afternoon for violating an order to stay away from Danielle Outlaw.  He had shot video of her Sunday outside City Hall.  He spent the night in jail, but the Multnomah County District Attorney's Office dropped the charge and he was released.
