(Portland, OR)  --  Police declared a civil disturbance and unlawful assembly last night during a protest around the Justice Center downtown.  The Portland Police Bureau claims people were throwing projectiles at officers and climbing the fence around the Justice Center before they declared the civil disturbance around 9:30 last night.  The protest was separate from a rally and march held at Jefferson High School.
