(Portland, OR)  --  Police say they've arrested a suspect in connection to a homicide in southwest Portland.  The Portland Police Bureau says officers have arrested 65-year-old Robert Duane McGowan on a charge of second-degree murder.  Police were conducting a welfare check at a home on Southwest Stephenson Court Sunday night when they found a person's body.  It's not yet clear how the person died.
