BEND, OR -- On Monday night October 14th, at about 7-30, Bend Police were dispatched to a domestic dispute and assault in the 400 block of S.E. Roosevelt Avenue. The victim was a 27 year old woman. While Officers were en-route to the incident, the reported suspect, Isac Zacarias, fled. Officers on scene ultimately developed probable cause to arrest Zacarias for Felony Assault in the Fourth Degree and Strangulation.  Yesterday afternoon at about 2-O’clock , Bend Police learned that Zacarias had returned to the location of the assault. Numerous  officers setup a perimeter and arrested Zacarias as he was leaving the residence.  Zacarias is lodged at the Deschutes County Jail.
