BEND, OR -- Central Oregon’s unemployment rate story hasn’t changed much for three years because the employment rate isn’t moving much. Economist Damon Runberg says there was some movement in seasonal hires in September thanks to reopening of school. Runberg says he expects jobs to still come open because more people are deciding to retire. He says other jobs will open due to churning. He describes churning as being when employees leave a job for a better one elsewhere.
