An investigation is underway after a toddler drowned at an unlicensed daycare in southeast Crook County.

Authorities responded September 9th when the child fell into a livestock water trough.

The child was airlifted to a Portland hospital but did not survive.

State officials confirm the daycare was operating without a license.
