(Portland, OR)  --  The Trail Blazers are projected to finish the upcoming NBA season in fourth place in the Western Conference.  ESPN has released its "Summer Forecast," which has the Blazers improving on both last season's record and playoff seeding.  The annual rankings predict Portland will improve by two wins to 46-and-36.  The Blazers will also jump from the fifth seed in the West to number-four.
