(Portland, OR)  --  The Trail Blazers have extended forward Jake Layman a qualifying offer, making the third-year forward a restricted free agent.  The 25-year-old out of Maryland finished his third season with the Blazers averaging 7.6 points and 3.1 rebounds in 33 starts.  Portland has the Bird Rights to Layman, meaning they can exceed the salary cap to re-sign him.
