(Undated)  --  The NBA is finalizing details of its restart plan before Thursday's vote by the board of governors.  A 75-percent vote from all 30 clubs is needed to pass the plan, which features 22 teams and play-in scenarios to get to a final 16-team playoff bracket.  Some small markets say every team needs to play.
