(Portland, OR)  --  A health advisory is in effect for the Willamette River in downtown Portland.  An algae bloom was spotted there Tuesday, and tests are being run to determine whether the algae is toxic.  Oregon Health Authority officials say the fluorescent algae stretches from the Ross Island Channel to the Fremont Bridge.  Test results could be ready as early as today.
