(Portland, OR)  --  A convicted sex offender is behind bars after being accused of exposing himself near a female student at Portland State University.  Police say 33-year-old James Ray McNeil is also accused of entering a room at the Estate Hotel on Couch Street, stripping naked, and lying next to a woman who was sleeping.  McNeil was arrested Monday at Lincoln Hall on the Portland State campus.  He's been booked on charges including public indecency and first-degree sex abuse.
