(Portland, OR)  --  The average price of regular gas in Portland is finally below the three-dollar mark.  Triple-A reports the average of just under three bucks a gallon is a half-cent below yesterday's average.  It's also three cents cheaper than a week ago.  The national average for regular is about two-79 a gallon.
