(Portland, OR)  --  Prices at the gas pump are still on the decline in the Portland area.  The latest Triple-A survey shows the average for regular is two cents below yesterday's average, standing at two-27 a gallon.  That's also about eleven cents a gallon cheaper than a week ago.
