(Salem, OR)  --  Secretary of State Kate Brown is set to take the oath of office tomorrow as governor as she replaces John Kitzhaber, who's stepping down.  Brown will be sworn in by Oregon Supreme Court Chief Justice Thomas Balmer during a ceremony on the House floor.  Brown has already announced the hiring of former aide Brian Shipley as her chief-of-staff.  Shipley is the chief lobbyist at Oregon Health & Science University.
