(Salem, OR)  --  A measure that would extend Oregon's clean-fuel standard will move to the House after passing by a narrow margin in the Senate.  The measure was approved, despite the argument by Republicans tying the bill to outgoing Governor John Kitzhaber's fiancee, Cylvia Hayes.  The program, designed to combat climate change, sets increasingly lower limits on the carbon "intensity" of vehicle fuels.
