(Portland, OR)  --  Under an ordinance approved by the Portland City Council, all full-time city employees and contractors will make a minimum wage of 15 dollars an hour.  The unanimous vote amends Portland's Fair Wage Policy, and allows the city to join Multnomah County and the county housing authority in paying employees a 15-dollar minimum.  Officials say the move will cost the city more than one-point-one-million dollars a year.
