(Portland, OR)  --  Incumbent Portland City Commissioner Steve Novick will have a challenger in next year's election.  Nick Caleb says he'll try to unseat Novick, who told the "Portland Tribune" last week he plans to run for re-election.  Caleb lost to Commissioner Dan Saltzman in the primary election last May.  Novick is serving his first term on the Council.
