(Portland, OR)  --  Prices at the gas pump in the Portland area are still on the decline.  Triple-A's latest survey shows the average for a gallon of regular at two-81 a gallon, down seven cents from a week ago.  It's still about 35 cents a gallon higher than the average at this point in February.
