(Portland, OR)  --  Portland police say they've arrested a man who was armed with knives and in mental crisis outside Lloyd Center mall.  Police Bureau Sergeant Pete Simpson told "The Oregonian" the man called 911 and threatened to hurt police, and claimed to have a gun.  After speaking with police negotiators for about two hours, the man surrendered and was taken to a hospital.  Simpson says the man will be undergoing a mental evaluation.
