(Woodburn, OR)  --  The CEO and president of Silverton Health is facing a charge of public indecency.  Woodburn police say 64-year-old Richard Cagen of Portland is accused of exposing and fondling himself in his car in a Bi-Mart parking lot on Mount Hood Avenue in Woodburn.  Authorities say a witness confronted Cagen, who left the scene immediately afterward.  Cagen was arrested yesterday at the Woodburn Health Center and taken to the Marion County Jail.
