(Portland, OR)  --  Portland-area gasoline prices are mostly flat from yesterday.  Triple-A's latest survey shows the average for regular is three-oh-four a gallon, which is about a penny-and-a-half above the average of a week ago.  Regular is selling nationwide for an average of two-74 a gallon.
