(Portland, OR)  --  A former Portland city official is headed to prison.  Ellis McCoy, who pleaded guilty to accepting bribes in exchange for steering a parking meter contract to a Florida company, was sentenced yesterday to two years in federal prison.  The former city transportation official is required to turn himself in on July 9th.  Ellis apologized in court during yesterday's sentencing hearing, and blamed "character flaws" for his actions.
