(Milwaukie, OR)  --  A man who's accused of threatening restaurant employees with a crowbar and a bomb is behind bars.  Clackamas County sheriff's deputies say 55-year-old Carl Ray Bates entered Chang's Mongolian Grill on Southeast McLoughlin Boulevard a few minutes before nine o'clock last night.  Authorities say Bates threatened to assault employees with the crow bar and set off a bomb if they didn't meet his demand for money.  Minutes later, restaurant employees tackled Bates and held him until deputies arrived.  A device with wires coming out of it was found at the scene, and a bomb squad safely detonated it.
